Residential School Settlement Fund

We are only required to give 61% of the total. We have made our payment and there is a surplus left of 216,250.00. What do we do with this money?

If we returned to parishes - it woudl have to be given to contributors - who have rec'd tax receipts.

FAC - thought that we shoudl forward the money to the national church for that which it was given.

The motion suggests that we move all the money to the national church for Heaing and Reconciliation Fund.

Questions:

Cathy Crawford Browning - speaks against. Her parish negotiated 13,000 as their fair share. This was promptly paid. Her fair share should be 8000 - so they overpaid by 5000. She feels that the message is tough luck - you have overpaid. No one in the parish intended to overpay. Her parish was happy to help - but this appears to be a misappropriation of funds. Her second concern was that even thoguh there is an excess - there are 30% of our parishes - who have not met their targets. Then when we make the overpayment - we are not subsidizing these parishes. She realizes that there is no simple solution. THere may be a complicated solution - we should look at it.

Kevin - St. George's Lowville. - there seems to be 107,000 owing to this fund - is that included in this amount which is surplus.

Treasurer: The overpayment is actually 107,000 based on the 61% formual. A number of parishes did not give us covenants.

If parishes have not paid up - does htat mean that they are exempt?

Treasurer: Not decided yet.

Stuart Pike: speaks in favour. WE have the excess because of a legal technicality. We have stepped up to the plate and accepted responsibility. A better deal was made by the RC's and we hooked onto it. NIagara. We can make an extravagant gift of support to our aboriginal people.

Grahame Stapp: agrees with Stuart. He has asked his parishioners to give amounts of money to fulfill their obligation. He would like to go to his people and talk about the excess funds. At this point - he would have to go to them and say - this is a done deal. We owe it to the contributors to ask their ok - before we vote.
