Episcopal Oversight Motion

Mover Sharyn Hall - this motion is about rejecting unwanted intrusion by bishops who want to give episcopal oversight. The alternations do not change the spirit of the motion. The greatest threat to the anglican communion is not the same sex blessing motion - it is the break down of values and love in diversity in our world wide communion. The Windsor report addresses several ways in which the unity of the anglican community can be maintained in diversity. there are concerns about growing interventions by bishops outside of dioceses. WIndsor calls for a moratorium on interventions and expressions of regret. This has not happened. Bishop who believe they should intervene should cease and express regret. It is insulting to the local family to reconcile its differences. We have survived thus far in our diversity. Each parish, diocese and national church has the responsibility to keep its own house in order. Jesus said nothing about agreeing with our neighbour - but he did say something about love of neighbour. One interpretation of the word god cannot claim truth over all other interpretations. No voice has the right to belittle or denounce another.

  • A canadian non-geographical bishop has been appointed to the aborignial persons. THere is also a military bishop. HOw does this reconcile with this motion?
  • Bishop says: The bishop ordinary is specific to the armed forces. The aborignial bishop is a new experiment rising out of the residential experience.
  • Point of order: Is this motion redundant?
  • Bishop: THe motion has been cleared with the national chancellor and the house of bishops and the primate.
  • As a conservative and catholic - I speak very much in favour of the motion.
  • Point of order: Is alternative episcopal oversight available now? what is the status.
  • Bishop: I don't know the answer to this question. The policy in this diocese at this time is to protect minorities who hold different opinions. I assume that this was going to continue in this diocese. If someone makes an application for alternative episc oversight - then it would have to go through the house of bishops.
  • Proposed ammendment - to add to motion that this synod adopt the windsor report....
  • Question - is the ammendment in order as it changes the intent of the original motion.
  • It is another motion - but it is not another motion.
  • Chancellor: this is another motion - not an ammendment.
  • Synod just passed a motion that excludes some...it mentions one baptized person - it is exclusive while trying to be inclusive.
  • I speak in favour of this motion. We can still stay together.
  • The motion has built into it that the oversight would be temporary and a defined period of time.
  • Bishop : It is the understanding that in the structure of our church - any alternative oversight would be for a temporary period. That is the way our church is governed.
  • Seconder speaks: I think the motion is clear - please proceed to the question.
  • Motion carried.

Motion: That the diocesan Synod give interim clergy a vote at Diocesan Synods during the parish appointments.

Chancellor - this requires a canon change - so a motion that the chancellor review this and it be brought to synod council.

Motion to refer: carried

Motion: Residential School :

Pursue all parishes including those which did not sign covenants to collect their fair share of the Residential school seittlement fund, in order that all over paymetns by parishes benefit people and to report back to synod next year .

Discussion:

  • Parishes who did not pay - will have trouble collecting. It will be a hard sell.
  • Not looking forward to telling them in my parish that I am supporting this motion. But..I am. This is a matter of restorative justice - offenses committed in our name. That harm has continued. We must make ammends.
  • Against this motion - our parishes are struggling - anyone who has not paid does not have the resources. I doubt that anyone in this room has anything to do with the offenses. Why should we continue to go above and beyond. We are only guilty of being an Anglican.
  • There is an expecation that we all pay our fair share.
  • I dont want to go back to my church and tell people that they paid for people who didn't pay!!! We all need to pay our fair share.
  • My parish paid. Jesus call us to forgive. I speak on behalf of not passing motion. Those who could meet this should give thanks and have compassion on those who could not.
  • Seconder speaks: I believe in grace adn forgivenss - but I also believe in accountability. Sometimes we are not good at accountability. Our parish did not have the money - but we committed to doing it and we did. It seems fair - and this makes us accountable.

Bishop asks all to go to their parishes to do the work of the gospel and our Lord Jesus Christ.
